Across the Philippines, there are barangays where no formal school exists. Children in these communities face long travel times, unsafe routes, and inconsistent attendance — leading to high dropout rates and limited educational attainment. The Education Governance Innovations for School-less Barangays program addresses this gap by reimagining how education is delivered, governed, and sustained in the hardest-to-reach communities.
Our mission is simple yet urgent: Ensure that every child, regardless of location, has access to quality education and pathways to lifelong learning.
The program is designed as a governance and systems innovation initiative — not just a stopgap for missing classrooms. It combines local government leadership, community co-creation, and education innovation models that can be adapted for diverse contexts.
We focus on four pillars:
Adaptive Education Governance
Training LGUs and barangay councils in evidence-based, community-driven education planning.
Embedding education in barangay development plans, budgets, and inter-LGU collaborations.
Alternative Learning Infrastructure
Deploying modular, mobile, and digital learning hubs for immediate access.
Leveraging multi-use barangay facilities as community classrooms.
Innovative Learning Delivery
Blending DepEd’s Alternative Learning System (ALS) with localized, culturally relevant curricula.
Introducing AI-assisted learning platforms for self-paced and group learning.
Sustainability & Scale
Building public–private–community partnerships to sustain programs financially and operationally.
Creating scalable models that can be adopted by other school-less barangays nationwide.
Local Government Units (LGUs) – Mayors, barangay captains, and education councils.
DepEd/MBHTE Divisions – For curriculum alignment and teacher deployment.
Community Leaders & Parents – To ensure cultural relevance and ownership.
Private Sector & NGOs – To provide resources, technology, and expertise.
Education Governance Bootcamp - A 3-day training for LGU leaders and school heads on adaptive governance for education access.
Barangay Learning Innovation Labs - Pilot spaces where community learning solutions are tested, refined, and scaled.
AI-Enabled Learning Kits - Offline-capable tablets, preloaded with curated content for K–12 learners and ALS enrollees.
Community Educator Development - Training volunteer facilitators to complement professional teachers in the barangay.
Policy & Funding Framework - Helping LGUs institutionalize funding and policy support for school-less barangay education.
200 barangays with no formal school provided with learning access models.
100+ community educators trained and deployed.
80% reduction in travel-related school absenteeism in target communities.
Replicable policy framework adopted in at least 5 provinces.
School-less barangays are often invisible in national education discussions, yet they represent some of the most vulnerable learners in the Philippines. Addressing this gap is not only an equity imperative — it is a governance challenge requiring innovation, partnerships, and local leadership.
By working at the intersection of education, governance, and community empowerment, the Education Impact Lab, the Asian School of Governance, and Espoir Philippines are building solutions that go beyond classrooms — towards learning ecosystems that endure.
